Do the new DMCA exceptions make it legal to crack DVD security measures and copy entire DVDs?

After this recent Chronicle post we recieved this question numerous times.
Allowed:
- Circumventing a DVD's content scrambling system (CSS)
- Copying (aka "ripping) small portions or excerpts from the DVD
Not Allowed:
- Copying (aka "ripping") the entire DVD
